Surrey: Mandip “Manny” Mann, Senior Investigator of the Major Crime Section, Surrey RCMP has been named Investigative Services Officer and promoted to Superintendent. Mann will oversee all of Surrey’s investigative sections including: Drugs, Major Crime, Property Crime, Vulnerable Persons, and the Special Projects Investigation Enforcement Section.
Mann, has over 24 years service with the RCMP, all in the Lower Mainland, including 9 years in Surrey. He started on Surrey General Duty and quickly gravitated to investigative services in the Surrey Drug Section. His next 15 years were spent in investigative roles with the E Division Undercover Unit, North Vancouver RCMP General Investigation Section, and over 7 years with the Integrated Homicide Investigation Team (IHIT). He was also a member of the Emergency Response Team. In 2011 he returned to Surrey as a team commander in the Major Crime Section.

He has a wealth of knowledge and experience in leading and managing complex police investigations,” said Chief Superintendent Bill Fordy, Officer in charge of Surrey Detachment. “As the first RCMP Superintendent in BC of South Asian descent, he is well positioned to be an excellent role model for our youth and better connect the Surrey RCMP with Surrey’s significant South Asian community.”
Born and raised in BC, Supt. Mann has lived in Surrey for over 20 years raising his family here. A minor hockey coach for ten years, he was also a past Cops for Cancer rider. He is also fluent in Punjabi.
Sgt. Parmvir (Parm) Prihar now Newton District Office Commander
Sgt. Prihar brings 21 years of extensive policing experience to Newton, in both patrol and serious crime and will be working with his team and with local residents and business owners to identify and address crime and nuisance issues in Newton.
“Sgt. Prihar has an impressive background and is well-suited to play this important role in the Newton community,” “I believe his interpersonal skills and breadth of experience will be an asset to the district and its people,” said Chief Superintendent Bill Fordy. Former District Commander, Sergeant Marc Searle, is now working with the Community Services Officer at Surrey RCMP’s main detachment.
Cpl. Scotty Schumann Replaces Bert Paquet As Media Relations Officer
Coming from Surrey RCMP Traffic Services, Cpl Schumann said he was, “looking forward to continuing the good relationships we have with our media partners and keeping our community informed about relevant public safety issues. I have lived in the area for over thirty years and am very familiar with the community’s issues and concerns.”
Cpl. Paquet, was promoted to “D” Division Communication Services in Winnipeg.
